Description: Skagit County is the holder of a National Pollutant Discharge Elimination System (NPDES) Phase II Permit for the management of municipal surface water runoff and protection of regional water quality. This permit is a requirement under the Federal Clean Water Act that Washington Department of Ecology administers. The NPDES Permit Boundary represents the area in which the Stormwater Assets are managed under Skagit County's NPDES Phase II Permit. The boundary was created and agreed upon in a joint effort by the Washington State Department of Ecology and Skagit County. In general, the area is reflective of unincorporated Skagit County that has been designated "Urban(ized) Area" per the U.S. Census Bureau and/or Skagit County in the vicinities of Bay View, Mount Vernon, Burlington and Sedro Woolley.
