Per the NPDES permit, these areas are defined as all urbanized areas and urban growth areas associated with cities under the jurisdictional control of the county in addition to any urban growth area contiguous to urbanized areas under the jurisdictional control of the county.The NPDES_Boundary_poly was created using the Department of Ecology's Phase II Stormwater Permit Coverage map and data for Mount Vernon Urban Area and UGAs.http://www.ecy.wa.gov/programs/wq/stormwater/municipal/maps.htmlIncorporated areas were clipped out of the boundary and other minor modifications were made to address inconsistencies in data sources.
