Description: Skagit County is the holder of a National Pollutant Discharge Elimination System (NPDES) Phase II permit for the management of municipal surface water runoff and protection of regional water quality. This permit is a requirement under the Federal Clean Water Act that Washington Department of Ecology administers.
The NPDES Boundary was provided to Skagit County by the Department of Ecology. The boundary included the incorporated areas. To create the boundary area for rural Skagit County, Skagit County GIS clipped the original boundary to remove the incorporated areas. Anything within the boundary is considered to be in the NPDES Permit area.

Description: The Skagit Bay Shellfish Water Quality Sampling Stations are point locations managed by the Department of Ecology. This layer represents a copy of a portion of Ecology’s sites. Therefore this layer should not be considered “authoritative” data by Skagit County. It may be necessary to periodically update this data, in order to incorporate any new changes in the original data source. This can be done as needed, by request from Natural Resources Division – Clean Water.

These sites are sampled regularly, every two weeks, as part of the Skagit County water quality Monitoring Program. These sites are monitored for water quality, based on dissolved oxygen (DO), temperature, pH, salinity, turbidity, and fecal coliform (FC). It may be necessary to periodically update this data, in order to incorporate any new changes in the original data source.
