This permit is a requirement under the Federal Clean Water Act that Washington Department of Ecology administers.\n\nThe NPDES Boundary was provided to Skagit County by the Department of Ecology. The boundary included the incorporated areas. To create the boundary area for rural Skagit County, Skagit County GIS clipped the original boundary to remove the incorporated areas. Anything within the boundary is considered to be in the NPDES Permit area.",
